In reply to your Secret despatch of the 14th April

I have the honour to inform you that for some time past

particulars concerning Indian passengers to India Laoi bien

telegraphed to the Indian Government. In most cases

these passengers arrive from places outside the colony

and it is not possible to do more than record the in-

pressions gained here of their political attitude.
